A UVTN exemption is based not only on a declaration, but also on verifiable trip records. The law provides that a company must indicate the vehicle registration number, make, model, and maximum engine power. It must also indicate the trip route, date, and start and end time.
In addition, the odometer reading on the first and last day of the month must be recorded. The law also provides that the allowable discrepancy between the odometer reading and the kilometres recorded by the route control system during the month is up to five percent.
The Cabinet of Ministers regulations on route control systems specify this requirement even further. The system must be able to store daily records of the actual route driven, including the start, end, and stop points together with their coordinates in time, a graphical representation of the route, the kilometres driven, and information about interruptions in the GPS signal.
For a company, keeping such records provides two benefits at the same time. First, it helps justify the UVTN exemption. Second, it allows more transparent control of fleet usage in day-to-day operations. That is why proper record-keeping is not only a requirement from the state — it also provides real management value to the company.
