For UVTN purposes, a route control system is defined by law. It is considered to be a device that receives GPS satellite signals and determines the vehicle’s coordinates in real time and location. This is not simply about any form of location visibility, but about a system that also serves as a record-keeping and evidence tool.
The Cabinet of Ministers regulations specify that the system must ensure daily records of the actual route driven, including the start, end, and stop points together with their coordinates in time, a graphical representation of the route, the actual kilometres driven, and information on how often and for how long no GPS signal was received.
The regulations also set requirements for installation and servicing. A route control system must be installed, repaired, and replaced by the seller or the service provider. When the system is installed or replaced, an acceptance and handover report must be prepared. For the operation of the route control system, the taxpayer may use only the services of a provider registered in the Republic of Latvia, and the system must be permanently connected to the vehicle’s continuous power supply.
For UVTN purposes, what matters is that the system complies with regulatory requirements and can be used to justify the exemption. That is why a GPS provider should be chosen not only based on price, but also based on compliance with UVTN requirements.
